Ask to log a CLI in, approved in the console
The CLI makes 32 random bytes as its token and keeps them; only their digest is stored. A person who may make keys approves the link in the hosted console, and the CLI collects a management key with poll. Hosted only: behind Cloudflare Access, log in with a key made in the console.
